Аннотация
Финансовый кризис показал необходимость улучшения управления рисками на рынке жилья на всех уровнях экономики: корпоративном, региональном, национальном и международном. Статья посвящена анализу системы управления рисками на рынке жилья. Особое внимание уделяется доступности аренды жилья. Выявляются факторы, включаемые в оценку риска, и определяется их влияние на доступность жилья. Предлагаются рекомендации в области региональной и национальной жилищной политики и развития системы управления рисками.

Annotation
The financial crisis showed the need of improvement of risk management in the housing market at all levels of the economy: corporate, regional, national and international. The article is devoted to the analysis of the system of risk management in the housing market. Special attention is paid to the availability of rental housing. Reveals the factors included in the risk assessment, and is determined by their influence on the accessibility of housing. Recommendations are offered in the field of regional and national housing policy, in the field of development of the risk management system.
